It isn't necessarily expensive but I've noticed that higher end toy stores, especially locally owned ones, are more likely to sell it in larger amounts. It also seems that playmobil has kind of a reputation as a "High End Toy". Lego is a building toy, but more and more we see specific scenarios (and their pieces) that don't really offer much variety unless you buy other sets to go along with them. However I would expect that shift to increase recognition and popularity as more types of kids would buy more "toy-sy" things. The shift from building toy to more appealing general toy is really apparent. You seem to have hit the nail on the head. I think that was the problem with Super4, appeared on very few platforms, was a strange mix of worlds in a style unfamiliar to kids outside of Europe and some places in America. To a lesser extent it appears in North America but elsewhere supply is sporadic and there is no international ordering on their websites for the rest of the world. The company itself though doesn't push the brand outside of Europe. The history based sets have basically been dumped in favour of current/modern themes and fantasy. On the other hand, the figures and modern vehicles are more realistic than they used to be. I wouldn't be surprised if they started included flashing lights in their sets - like strobe lights, I know the cops already have lights. It also seems to be sticking missiles on a lot of stuff these days like the arctic sets which is just odd. Where it's changed in the last decade is that it no longer provides a building range to create structures with - it has instead gone with rigid playset design which is making it more toylike than it used to be. Playmobil has traditionally not shied away from basic elements of life - toilet, cleaning, cops with speed radars and airport security.
